I'm going to give him the benefit of the doubt and say that he was trying to express the fact that we focus too much on race. We have all these ethnic minority associations and it's always a big deal with an ethnic minority is running for something that would give them power. And that this emphasis on race, in general, creates more racism and racial tensions.
I think he's just trying to say that we should focus on people for who they are, not what they are. The policies rather than the color of skin, more specifically.
