Seeding is a ranking system used to prevent the top players/teams in a competition from eliminating each other in the early rounds.
The 1st seed is the player/team expected to win the competition (based on previous results), the 2nd seed is expected to be runner up and so on.

He's saying that his team is rated as the fourth best team in the tournament field. He feels that they have a chance to win because his team has already beaten the second and third rated teams before. Although the top ranked team beat his team in their only previous match, he feels that they are beatable this time.
You should resond that you don't really understand how it all works, so he can explain it to you, or do a little research on it. Don't try to pretend like you know what's going on, or you will come across as a poser. I'm sure that he will understand that you don't know much about his game or its rules. Just be honest about it with him.
