Not quite. The burden of proof lies with the person making the claim. So while you are correct that an atheist who claims God doesn't exist has the burden of proof, TheLastMagister also has the burden of proof when he claims God is real.

Athiests just haven't felt the wholeness of feeling how there is something else above, I'm not claiming I know what it is, or if it's God, or Allah, or anything, but I know for a fact that there is some higher power out there, and when you feel it, everything seems...right. The whole world feels so beautiful, then you come back to this world and everything becomes so much more dark. In conclusion, there is something else out there, which emcompasses everything, and it is alive and has a conscience.

Higher power =/= god, and hence atheist =/= someone who disbelieves in a higher power.

The mind is a powerful thing. Everything you perceive is filtered and constructed by your mind. I can't think of any test less reliable for the existence of gods than "I feel them, man."
