Getting college's state license to substitute out-of-state tuition?
Can you do this?

Ok I want to go to college in Virginia, but I don't live there. If I go to Virginia though, prove state residence (ive got family there, i can probably pull it off) and get a state license, then could i use that or would that be proof for state residency thus me not paying out-of-state tuition? If this wouldn't work, then would anything like this work instead?

Depends on the University policy. You'd probably have to get a job too, so you can demonstrate a means of income.

But would I need to do that even if I did live there? I don't have a job right now, and probably wouldn't even if I lived in Virginia this whole time. I mean, what all do I need to prove state residency? I don't remember having to do much with living here in Tennessee in terms of proving state residency when I got into college here.

Any advice on what to do, or can it just not happen?

Talk to the school about it. Check their website. Anything.

I'm sure it varies, so I can't tell you with any degree of certainty.

It's generally possible to get in state if you meet the right criteria, I just don't know what those are.
