Okay so a friend drank way too much vodka on friday night. He ended up stumbling down the street throwing up and the only way to get him inside was to get 2 people for him to balance on. he threw up for about 30 min then we just had him lay down. He was conscious, but barely, and could partially respond to questions. Im just curious to know to what degree is it where they need to go to the hospital...

Uh, when you are throwing up profusely for long periods of time. Or, if you are unconcious, and not just "passed out"

Technically it is alcohol poisoning if you drink alcohol at all, since alcohol is poison.

Complete unresponsiveness, shallow breathing, low body temperature. That sorta thing indicates calling an ambulance might be wise.

Symptoms Signs and symptoms of alcohol poisoning include: * Confusion, stupor * Vomiting * Seizures * Slow or irregular breathing * Blue-tinged skin or pale skin * Low body temperature (hypothermia) * Unconsciousness ("passing out") It's not necessary for all of these symptoms to be present before seeking help. A person who has become unconscious, or cannot be roused, is at risk of dying. 
The most important thing to know (assuming you are in the US): 800-222-1222 This number will route you to a local poison control center. Whenever you aren't sure if someone should go to the hospital call poison control; the staff will ask you questions and tell you whether or not the person needs medical care.
