Real answer - national daycare.
Ideal answer - it should be up to the parents to decide what sort of equipping for their future their children require.

Specific point, children don't need to be taught how to learn, children learn easily. Children need to be taught things - specific things - and given a framework on which to arrange and test future information acquisitions.

we need to teach kids not to be emotional cripples, have unrealistic expectations of dating, and not spend their mid-20's on teen forums.

Isn't that teaching them "how to learn"?

I don't think that children 'learn easily', I just think that the natural curiosity a child has makes them 'eager to learn', which is a very strong motivator.

Teaching to learn for me has connotations of study skills lectures and SMART goals and all that stuff.

Teaching to learn is pretty much the opposite of what you stated.

That is much closer to the last choice in my list, but it would have been better if I would have made an option to say teach our children how to pass exams.

Then I think you have to be more specific because I know plenty of bureaucrats who'd interpret it that way being that they ceirtainly don't know of any other kind of "learning" having never experienced it themselves.
